Delila Khaled
Delila is a global development expert and entrepreneur committed to accelerating positive impact in the world. Over the past 25+ years she has worked in more than 20 countries driving socially inclusive and environmentally sustainable economic growth. Delila excels at designing market-driven solutions that align the interests of diverse sector stakeholders – private, public, informal, and civil society. She has successfully designed and managed multi-million dollar programs for USAID, Bill and Melinda Gates Foundation, UNICEF, and the World Bank across Africa, Asia, the Middle East, and Latin America.
Delila has led for-profit and non-profit startups – including the Development Innovations Group and the Center for Global Policy (New Lines Institute) – and, as Impact Partner, helped launch Global Bio Fund, a gender smart investment fund. Drawing on this rich and diverse expertise across the global consulting, foreign policy, and investment domains, Delila founded ImpaXus in 2020.
Delila is committed to advancing thought leadership globally as a Foundry Fellow with the Center for Prosperity and Entrepreneurship at the Massachusetts Institute of Technology (MIT), and a Safer End of Engineered Life Champion for Engineering X at the UK’s Royal Academy of Engineering. She also serves on several boards including: the Center for Security, Race, and Rights at Rutgers University; the Women of Waste Task Force at the International Solid Waste Association (ISWA); and the Baltimore-Luxor-Alexandria Committee at Sister Cities International.

Senior Monitoring, Evaluation, and Learning (MEL) expert and executive with 27+ years leading high-value, multi-country foreign assistance programs. Specialist in complex MEL and data management sytems, performance evaluation, and organizational capacity building.
Eric Benschoter
Eric Benschoter brings over 27 years of experience in foreign assistance program management, business development, and advanced monitoring, evaluation, and learning (MEL) systems. As a seasoned senior executive and technical expert, he designs, integrates, and oversees complex data management, MEL implementation, and reporting frameworks that drive impactful development outcomes.
Most recently, Mr. Benschoter served as Chief of Party for the $25 million USAID/Egypt Learning Activity, successfully steering program execution to meet strategic objectives. Before this, he was Managing Director of Technical Services at Q2 Impact, where he provided corporate leadership and technical oversight across multiple high-value federal programs—including USAID Missions in Uganda, Egypt, and Turkmenistan, as well as Washington-based initiatives.
His extensive expertise also encompasses spearheading business growth in priority M&E markets across key U.S. government agencies such as the Departments of Defense, State, Labor, Agriculture, and USAID. Globally, he has led or contributed to performance evaluations in 17 countries, serving as Evaluation Team Leader for major USAID and Department of State assessments. Mr. Benschoter is recognized for his ability to strengthen organizational MEL capacity through tailored training delivered to staff from USAID, the Department of State, USDA, and their private sector partners.
